Kenya has unveiled the Revised Micro, Small and Medium Enterprises (MSME) Policy 2026, marking a major milestone in the country’s efforts to strengthen entrepreneurship, expand access to business opportunities and position the MSME sector as the engine of inclusive economic transformation.
The landmark policy was officially launched by President William Samoei Ruto during the 2026 World MSME Day celebrations held at the Kenyatta International Convention Centre, where hundreds of entrepreneurs, innovators, investors, development partners, policymakers and industry leaders gathered under the global theme, “The Future Generation of MSMEs.”
The revised policy introduces a comprehensive framework aimed at creating an integrated, predictable and business-friendly environment that will enable Micro, Small and Medium Enterprises to become more productive, competitive, resilient and sustainable. It seeks to accelerate enterprise growth, stimulate innovation, create employment opportunities, enhance wealth creation and drive inclusive economic development across the country.
The celebrations underscored the Government’s growing recognition of MSMEs as the backbone of Kenya’s economy, with the sector accounting for the majority of businesses, creating millions of jobs and significantly contributing to national production and household incomes.
The event was spearheaded by the State Department for MSME Development, under the leadership of Principal Secretary Susan Mang’eni, whose office has been at the forefront of implementing reforms aimed at unlocking the full potential of Kenya’s enterprise sector.
Speaking during the celebrations, PS Mang’eni described the launch of the revised policy as a transformative step that reflects the Government’s unwavering commitment to creating a thriving enterprise ecosystem capable of supporting businesses from start-up to growth and expansion.
Mang’eni noted that the policy provides strategic interventions to improve access to affordable finance, strengthen business development services, encourage innovation and technology adoption, promote value addition, improve market access and streamline the regulatory environment to make it easier for entrepreneurs to establish and grow their businesses.
The Principal Secretary expressed appreciation to President Ruto for his visionary leadership and steadfast commitment to mainstreaming MSMEs as a central pillar of the Bottom-Up Economic Transformation Agenda.
She particularly welcomed the President’s call for stronger collaboration between Government and the private sector to develop innovative and inclusive financing solutions capable of bridging the estimated KSh3 trillion financing gap facing Kenyan MSMEs.
Mang’eni also lauded the leadership of Cabinet Secretary for Co-operatives and MSME Development, Hon. Wycliffe Oparanya, for championing the Ministry’s “Pesa Mfukoni” agenda, which continues to empower entrepreneurs, stimulate enterprise growth, create employment opportunities and expand access to local, regional and international markets.
The Micro and Small Enterprises Authority (MSEA), led by Board Chairman James Mureu and Chief Executive Officer Henry Rithaa, welcomed President Ruto to the national celebrations and coordinated the participation of Micro and Small Enterprises from across the country.
The exhibition featured hundreds of entrepreneurs showcasing locally manufactured products, innovative technologies and business solutions, reflecting the diversity, creativity and resilience of Kenya’s MSME sector.
Among the exhibitors were beneficiaries of the National Youth Opportunities Towards Advancement (NYOTA) Project and the Kenya Jobs and Economic Transformation (KJET) Project, who presented products, innovations and inspiring entrepreneurial success stories that demonstrated the tangible impact of Government investments in enterprise development, youth empowerment and job creation.
The State Department for MSME Development reaffirmed its commitment to working through a Whole-of-Government approach alongside county governments, development partners, financial institutions and the private sector to ensure effective implementation of the Revised MSME Policy 2026.
Officials noted that the successful implementation of the policy will accelerate enterprise formalisation, improve access to finance, promote innovation and digital transformation, enhance productivity, strengthen market linkages and create a more competitive business environment capable of supporting sustainable economic growth.
As Kenya joined the rest of the world in commemorating World MSME Day 2026, the launch of the Revised MSME Policy signalled a renewed national commitment to empowering entrepreneurs, strengthening small businesses and unlocking the enormous potential of the MSME sector to drive economic transformation, create decent jobs and deliver shared prosperity for millions of Kenyans.
